Vanport was a WWII era city outside Portland, OR, built by Kaiser for shipyard workers, shipyard building, and liberty ships for the war effort. After the war in 1948 there was a dike break and in the span of 30 minutes the city was flooded. The people, who were primarily minorities, had to flee for their lives.
